2af3baf4bb feat: enhance release workflow with additional input options and build configurations for Linux, macOS, and Windows
4e3601b1df Changed: openssl dependency is now conditional (cfg(not(windows))) — no longer pulled in on Windows, fixing Windows CI builds that lack Perl Locale::Maketext::Simple. On Linux (including musl cross-compilation) the vendored OpenSSL build is unchanged.
